Proposal to Reform Tree Valuation and Fines

We have published a new proposal to reform how tree damage is valued in Yerevan. Current administrative fines cover only about 6% of a mature tree's real asset value. We propose adopting the international CTLA industry standard to ensure contractors pay the full replacement cost of the green infrastructure they damage.
