Multiple damaged trees on Nairi Zaryan street

In January 2026, work was done to replace pavement near the new appartment building at the intersection of Nairi Zaryan street and Azatutyan avenue. The work failed to follow regulations imposed by Resolutions of the Council of Elders N 36-N, which regulates protection of green zones, and 405-N, which regulates tree protection during construction works.
Excavation trenching was performed at a distance ranging from 20 to 90 cm from the trunk. This is a direct violation of the 3.0-meter root protection zone required by municipal norms. Furthermore, the failure to install mandatory protective fencing (boxing) resulted in severe mechanical damage to the trunk of one tree (a deep cut unrelated to the authorized work). This constitutes a violation of the prohibition on damaging green plantations in common use areas.
Initial request
On January 18, a request for investigation was sent to the Ministry of Environment, registered under No. 1786556. We are waiting for an official response.
Response
On February 3, a response was received (see full pdf) with the following essence:
...information, as a result of the site inspection, it was established that the land plot located at N. Zaryan Street No. 104, occupied by the trees indicated by the citizen, constitutes private property.
I would also note that the owner’s rights are defined by Article 202, Part 3 of the Civil Code of the Republic of Armenia.
