Added recomendations on how to reconstruct Komitas Avenue

A renovation was recently announced for Komitas Avenue. We are concerned with how it could go, given past street renovations. To help ensure the best outcome, we have prepared a proposition including a few approaches that could make the avenue a much better place, with little to no cost increase.
